The answer to your question is the first option, which is 64 bytes. However, the frame size can be modified and will be larger if some requirements will be changed.

The answer is 64 bytes. In addition. Each frame has a minimum length that is enforced on the payload of the frame in order to allow collision detection to work reliably.

The minimum Ethernet frame size is 64 bytes. Frames smaller than 64 bytes are considered collided fragments or stubs and discarded.
